SEJARAH PERKEBUNAN KELAPA SAWIT DI KALIMANTAN TENGAH

SEJARAH PERKEBUNAN KELAPA SAWIT DI KALIMANTAN TENGAH

1.           Pada tahun 1981 Lembaga Penelitian Tanah (LPT) Bogor melakukan penelitian di Kalimantan Tengah dengan hasil sebagai berikut :
a.    Teridentifikasi dari luasan 15.356.700 Ha lahan di Kalimantan Tengah terdapat 3.195.000 Ha merupakan lahan yang cocok untuk pengembangan berbagai jenis tanaman;
b.    Sebagian besar tanah dengan klasifikasi Kelas III dan IV yang bisa digunakan untuk berbagai jenis tanaman;
c.     Iklim menurut klasifikasi Smith and Ferguson di klasifikasikan dengan Iklim A yang cocok untuk tanaman kelapa sawit;
d.     Jenis tanah didominasi podsolid merah kuning.
2.           Pada Tahun 1984 disusun Rencana Induk Pengembangan Perkebunan (RIPP) Kalimantan Tengah, dimana kelapa sawit sebagai salah satu tanaman yang cocok pada iklim A, kelas tanah III dan IV serta jenis tanah podsolid merah kuning;
3.           Pada Tahun 1992 masuk investor PT. Indo Turba Tengah bekerjasama dengan Angkatan Darat melalui Yayasan Kartika Eka Paksi yang didukungan Salim Group di lokasi eks transmigrasi Amin Jaya Kabupaten Kotawaringin Barat, sebagai berikut :
-         Atas ide Wakil Gubernur Kalimantan Tengah (pada saat itu) Brigadir Jenderal Victor Phaing , lokasi Transmigrasi umum di desa Amin Jaya yang ditinggalkan oleh penghuninya direncanakan untuk diganti dengan Transmigrasi Angkatan Darat (TRANSAD) khusus bagi para Pensiunan ABRI AD, Rencana penempatan TRANSAD tersebut juga batal dilaksanakan;
-         Lokasi ini selanjutnya dimanfaatkan oleh Salim Group untuk pengembangan kelapa sawit, namun dalam perjalanannya dilimpahkan kepada investor lain; 
4.           Pada tahun 1992, PT. Antang Ganda Utama bekerjasama dengan Yayasan Veteran memanfaatkan HPH nya untuk mengembangkan perkebunan kelapa sawit di Desa Butong Kabupaten Barito Utara dengan Pola PIR Trans;
5.           Pada Tahun 1993, PT. Agro Astra Lestari bekerjasama dengan 10 PT (Perseruan Terbatas) mengembangkan Perkebunan Kelapa Sawit di Desa Runtu Kabupaten Kotawaringin Barat;
6.            Perda No. 3 Tahun 1993 tentang Tata Ruang Kalimantan Tengah akhirnya memberi kemudahan bagi investor perusahaan kelapa sawit berinvestasi di Kalimantan Tengah;
7.           Kondisi pada saat ini tahun 2009 (data per 30 Juni) Perkebunan Kelapa Sawit di Kalimantan Tengah berjumlah 302 buah (4.011.032,364 Ha) terdiri dari yang belum operasional 158 buah dengan luas 2.323.063,260 Ha dan yang operasional 144 buah dengan luas 1.687.969,104 Ha (Lampiran 1);
8.           Kondisi pada Tahun 2009 (per 30 Juni), Perizinan perkebunan kelapa sawit berdasarkan jumlah dan jenis/status perizinan         di Kalimantan Tengah 302 buah (4.011.032,364 Ha) terdiri atas yang operasional 144 buah dengan luas 1.687.969,104 Ha dan yang belum operasional sebanyak 158 buah dengan luas 2.323.063,260 Ha dan (Lampiran 2);
9.           Dari 144 buah Perusahaan kelapa sawit yang operasional dengan luas 1.687.969,104 Ha, Total yang sudah tertanam seluas 632.446 Ha;
10.       Penyerapan Tenaga Kerja 252.978 KK atau setara 1.011.912 jiwa yang tergantung pada Perkebunan Besar (PBS/N)
11.        Investasi kebun, infrastruktur dan lain-lain 15,8 Triliyun ditambah investasi Pabrik 6,5 Triliyun;
12.       Produksi TBS 6.454.370,06 Ton (data Tahun 2008), Produksi sebesar CPO 1.290.874,012 Ton dan Produksi PKO sebesar 382.271,85 Ton;
13.       Pabrik Minyak Goreng (refenery CPO) 1 (satu) buah PT. Sinar Alam Permai di Kabupaten Kotawaringin Barat dengan Kapasitas terpasang 1.200-1.500 Ton CPO/Hari, dengan kapasitas terpakai 1.300 – 1.350 Ton CPO/Hari yaitu PT. Sinar Alam Permai yang memproduksi minyak goreng sebesar  31.200 Ton/Bulan;
14.        Pabrik Minyak Inti Sawit/Palm Kernel Oil (PKO)yang operasional ada di 4 (empat) wilayah, sebanyak total 9 buah dengan total kapasitas 77,7 Ton/Jam, pada lampiran 3.
15.        Pabrik kelapa Sawit yang ada di Kalimantan Tengah berjumlah 43 buah dengan total kapasitas 2.310 ton TBS/jam (rata-rata  54 tonTBS/jam)  terdiri dari yang sudah operasional 33 buah dengan kapasitas total 1.795 Ton TBS/Jam (rata-rata 64 ton TBS/jam) dan yang belum operasional 10 Buah dengan kapisitas total 515 Ton TBS/Jam (rata-rata 52 ton TBS/jam) seperti Lampiran matrik 3;
